礼县讯(记者罗艳)2025年以来,礼县聚焦企业群众办事“急难愁盼”,以深化“放管服”改革、优化营商环境为核心,瞄准跨区域不动产登记“多地跑、折返跑”痛点,创新推出“省内通办”服务模式,以“数据多跑路”换“群众少跑腿”,为企业减负、为民生增效。
作为优化营商环境关键举措,礼县整合政务服务资源,依托甘肃省不动产登记统建平台,构建“异地受理、属地办理、全程网办、寄递送达”服务路径,在全市率先实现不动产登记“省内通办”,打破传统属地登记壁垒。
2025年4月的一笔跨区域抵押登记业务,生动展现了改革成效。当时,武都区某银行计划以礼县一处不动产为抵押物发放贷款,按传统模式,办事人员需专程赴礼县办理,耗时费力且增加成本。
依托“省内通办”模式,办事人员在陇南市不动产登记窗口即可一次性提交资料、完成面签。窗口预审通过后,信息通过平台实时推送至礼县登记窗口,礼县工作人员在线完成受理、审核、登簿全流程,同步生成电子证照并打印纸质证明,通过邮政寄递至陇南窗口发放,后续陇南中心将纸质资料寄送礼县存档。整个过程实现办事主体武都、礼县两地“零跑动”,办理效率较传统模式提升70%以上,大幅压缩时限、降低成本。
礼县不动产登记“省内通办”,是深化“放管服”改革与数字化赋能政务服务的典型实践,彻底破解了跨区域登记“来回跑”难题。下一步,礼县将持续拓展通办范围、优化流程、提升效能,以更优政务服务助力县域经济社会高质量发展。
